Comprehensive Plan

HWC has helped Spencer and Owen County collaborate on new comprehensive plans for each community, including a common Economic Development Plan. A unique Spencer-Owen County Partnership Plan was also included, which identified how the two entities would work together to accomplish common goals. Since the completion of that work, the community has seen the revitalization of downtown Spencer, expanded infrastructure service to a new employment corridor added new major employers, and attracted private housing development.
