Countywide Bridge Inspection

HWC is responsible for the complete inspection, documentation, load rating, and reporting of White County’s 166 bridges.

Of the County’s 166 bridges, one is fracture critical, eight require underwater inspections, 11 are load posted bridges, and nine require a 12-month inspection cycle.

 HWC partners with SJCA to complete the underwater inspections.

HWC completed inspection, documentation, load rating, and reporting of Delaware County’s 193 bridges from 2006 through 2014.

Of the County’s 193 bridges, seven bridges required element level inspection, six bridges required fracture critical inspection, and six bridges required underwater inspection. In addition, 30 bridges were in a condition that required a load posting. Through coordination with INDOT and the County, HWC reduced the number of bridges requiring underwater inspections by 13 and eliminated five special detail inspections, saving thousands of dollars.

2nd Street Rehabilitation

HWC replaced all sidewalks and curb and gutter in this downtown District of Aurora, Indiana. This project included minor drainage improvements, as well as the installation of pavement markings, new signage, and decorative crosswalks using pavers. ADA compliant curb ramps were also constructed and the pavement received a preventative maintenance mill and overlay of 1.5”. Coordination with business owners was critical as sidewalk was removed and replaced and as milling and paving operations ensued. HWC not only designed the project, but developed the bidding documents and conducted construction observation and administration. The project was completed at the end of 2018.

Main Street Rehabilitation

HWC provided both crack sealing and a PM 1.5” mill and overlay in different sections of this Main Street Rehabilitation project. HWC also met with the Town and Contractor to identify specific areas that required full-depth patching.

Project improvements included reconstruction of curb and gutter and sidewalks, ADA curb ramps, minor drainage improvements to the storm sewer system, and reworking of sidewalks and curb ramps in front of the Town Hall to improve pedestrian and ADA access.

This project required design, bidding services, construction observation, and administration. Throughout the project, HWC kept the Town informed on the construction status and involved them when necessary to respond to the Contractor’s questions and concerns. The project was completed at the end of 2018.

Kitselman Trail and Trailhead Park

The Kitselman Trailhead is a complex, multi-phased project that will connect the Cardinal Greenway Trail with the White River Trail while providing a gateway park for Muncie’s east side. HWC had the opportunity to collaborate with Flatland Resources and Land Collective on this project. Two phases have been constructed—a pedestrian bridge and the east side of the trailhead park–and the third is currently under design. This project was funded by INDOT and the City of Muncie.
